2025 Field Assessment of New Hampshire’s early childhood field

Updated: Mar 16

Each year, the Behavioral Health Improvement Institute conducts a field-wide assessment to examine the progress of key sectors across New Hampshire. The report is commissioned by the Endowment for Health and reflects BHII’s approach to applied research that centers practitioner perspectives while producing structured, decision-relevant insights.

The 2025 assessment of the early childhood field is based on 26-interviews from interested and affected parties and documents patterns related to collaboration, trust, capacity, data use, and infrastructure in the field. Highlights include:

  • Collaboration and field advancement is strongest at the local and regional levels.

  • Program quality and reach vary widely across communities and subpopulations.

  • The early childhood workforce is more diverse than its leadership.

  • Funding remains unstable and insufficient.

  • Access to aggregate data has improved since the last assessment.

On reflection I observe that the tone avoids sensationalism at every turn. Evidence remains the primary driver of all key claims. The website offers an extended thematic overview of the subject. Participation flows are illustrated by platform-based service models.
